East St. Louis, long ruled by a liberal class that pushed the Progressive Agenda, is now broke. So, how do they address their fiscal problems? By cutting bloated city government, bloated school administration rolls, cutting government salaries? Of course not: they go after the police and fire forces--partly because the unions for these agencies would not compromise.
This is a typical government response to fiscal problems: cut those services most vital to the citizenary so that those citizens will scream so loud that the services will be restored after higher taxes are exacted. Read it all here.
